Need to Know
What you need to know regarding the face mask ordinance in and around Beaufort, South Carolina.
The City of Beaufort has enacted a face mask ordinance, active from June 30, 2020 to February 11, 2021. Below are the specifics that go along with the order:
Unincorporated Beaufort County: through Feb. 13*
Town of Port Royal: through Feb. 10*

Unincorporated Beaufort County
- Anyone who is inside a commercial building that is open to the public
- Employees of all restaurants, retail establishments, salons, grocery stores and pharmacies who are within six feet of the general public or when employees must be in proximity to each other
- Anyone providing or using public or commercial transportation, including tours
- All businesses or employees while interacting with people in outdoor spaces, including, but not limited to, curbside pickup, delivery, and service calls
City of Beaufort
- All people inside any building open to the public
- All employees of restaurants, retail establishments, salons, grocery stores, and pharmacies who are in any area where the general public is allowed or when employees must be in proximity to each other
- Anyone providing or using public or commercial transportation, including tours
- All businesses or employees while interacting with people in outdoor spaces including, but not limited to, curbside pickup, delivery, and service calls
Port Royal
- Anyone entering a commercial establishment open to the public
- Employees at all commercial establishments at all times while having face-to-face interaction with the public
Unincorporated Beaufort County
- People who are actively drinking or eating in a restaurant or bar
- Anyone traveling in a personal vehicle
- People in churches, child care facilities, schools and gyms (when social distancing policies are in place)
- People who are receiving medical treatment or care
- Anyone who is actively swimming in an indoor pool
- Those who are alone or in the presence of only household members while in an enclosed space
- Anyone younger than 2 or at the discretion of a parent, custodian or guardian
- Those who are unable to safely wear a face covering due to age or an underlying health condition
- Anyone who is unable to remove a face covering without the assistance of others
City of Beaufort
- Anyone actively drinking or eating
- Anyone who is unable to safely wear a face mask due to age or underlying health condition or who is unable to remove the mask without the assistance of others
- Anyone traveling in a personal vehicle
- Anyone who is alone or in the presence of only household members in an enclosed space
Port Royal
- Any person at a business and engaged in an activity that makes wearing a mask, face shield or face covering not feasible, such as strenuous physical exercise, performers singing or playing an instrument if at least six feet of distance is maintained from others
- Any person who is unable to safely wear a face covering due to age, underlying health condition or is unable to remove the face covering without the assistance of others
- Children younger than 8
Unincorporated Beaufort County
The intent of this ordinance is to educate the public on the importance of wearing face masks to help prevent further spread of COVID-19 and encourage voluntary compliance.
City of Beaufort
- Any person in violation of this ordinance, after first receiving a warning, could be deemed guilty of a civil infraction and subject to a Civil Summons punishable by a fine of $50.
- Police officials, or a city representative appointed by the City Manager, are authorized to issue a Summons for violations they personally witness
Port Royal
- A person who fails to comply shall be guilty of a civil infraction, punishable by a fine of not more than $50; however, effort shall be made to allow voluntary compliance with the terms of the ordinance prior to the issuance of any citation.
